Hi…my name is Joyce Bicknell the spokesperson for Feral Paws Rescue.
I have put together this web site to inform the public of what is going on at Avenal State prison regarding the feral cats. The TNR program was put in place by past wardens starting in the year of 2000 to 2006, At Avenal State Prison!
I have had hands on with this program from the start in 2000. I have been on grounds to check on the condition of the cats over the years. Since 2000 several wardens have taken over Avenal State Prison and all have agreed with the TNR program was the best for the feral cats on grounds as well as the inmates. Several other prisons in California have followed Avenal State Prison feral cat program as a model of how to handle the cat issues on prison sites. Many other prisons still have the TNR program in place. They have found it to be a very successful program. Avenal State Prison now has a Warden Kathy Mendoza-Powers that shut down the TNR program beginning in February of 2006. Her reasons for eliminating the TNR program were based on untruth, illegal and inhumane practices. Many of the feral cats have been hurt in trapping due to staff not being trained in the proper way to handle feral cats. In order to deal with the colony of feral cats, we must reinstate the TNR program.

We have so much to educate you about on this site. You will learn of all the veterinarians that have donated their time and service to help keep this colony of 500(+) feral cats heathy and safe. We have over the past six years (TNR) Trap-Neuter-Return over 400 feral cats. Adult cats/kittens 300 have been tamed and placed into loving homes. This program has been so successful over the past six years. But could not of been done with out all the hard work of the volunteers and donations of food and supplies and veterinarians care and cash donations.
This site is designed to help you understand what a feral cat/kittens are all about. To why (TNR) Trap-Neuter-Return is so important in the life of a feral cat. Many don’t understand what a feral cat is all about. They look at their domestic cat and lose all site of what the meaning of a feral cat. A domestic cat is like a house cat you may have in your home. A feral cat is from a totally different world of learning how to survival on their own. I have learned over the past six years humans fear them as much as they fear humans. But I do believe that humans fear them for they don’t understand them. They fear humans for the way humans react to them. But once you build that bond of trust between the two of you. Its a reward of love you can only understand once you understand the feral cat. Don’t get me wrong it takes time to build that bond on trust. Every life is precious, whether it’s rare or not.
The meaning of the word “Feral” is “Wild”. This site is written in the manner. When your viewing this site you will understand the feral cat and why (TNR) Trap-Neuter-Return is so very important. The meaning of (TNR) Trap-Neuter-Return is the humane, nonlethal method of population control, is more effective than trap-and-kill and is more reflective of a caring society.
